I keep seeing people recommend quick city trips during a layover in Amsterdam, but I am not sure when that is genuinely worth it versus just creating extra airport anxiety.

What makes me consider it is easy train connections and good use of medium layovers. What makes me hesitate is assuming the airport is always fast.

For people who have done it in real life, what is the minimum stop length where Amsterdam becomes fun instead of rushed?

The question is less “can you leave?” and more whether assuming the airport is always fast is likely to destroy the return margin on the day you travel.
