I keep seeing people recommend quick city trips during a layover in Tokyo, but I am not sure when that is genuinely worth it versus just creating extra airport anxiety.

What makes me consider it is reliable transit and great food even on short stops. What makes me hesitate is forgetting late-night train limits.

For people who have done it in real life, what is the minimum stop length where Tokyo becomes fun instead of rushed?
